‘Back Door’ Recruitments at Petroleum Regulatory Agency

According to the Auditor General report 2022, from their review of the Agency’s recruitment policies, they observed that 17 personnel were recruited during the year under review but that the Agency did not follow   the appropriate recruitment procedures.

This means it did not make the process open or competitive and transparent as was evidenced by the fact that there were no relevant supporting documents like advertisement, application letters and invitation letters to attend interviews to justify that the correct procedures were

followed

The  Auditors  therefore recommended that  the Human Resource Management   make  available  to the ASSL the relevant documentary evidence  in support  of the 17 personnel recruited

And the issue remained unsolved since the finding was not responded to

The challenges the Auditors discovered were the increase in the financial cost involved in the monitoring of the safely of petrol stations and their environments.

Also there were inadequate facilities for the storage of petroleum products and few dealers (NP,Conex) of petroleum products in Freetown and  none in the regions.

It was recommended therefore that the Executive Chairman engage  the relevant  stakeholders to ensure  that  the above  challenges  are  addressed  in line with  international best practices  and the   evidence of such engagement be forwarded to the ASSL.
