The United Nations Security Council on Friday 31st October, 2025 adopted what diplomats described as a landmark resolution marking a qualitative shift in efforts to settle the dispute over the Moroccan Sahara, expressing full support for the UN secretary-general and his personal envoy in facilitating negotiations based on Morocco’s autonomy initiative to reach a just, lasting, and mutually acceptable solution consistent with the UN Charter.

At its 10030th meeting, the Council voted 11 in favor, none against, and three abstentions. The United States, the penholder on the file, was among those voting in favor, along with South Korea and other members.
The resolution marks a significant shift in the Council’s tone on the decades-long dispute.

It expresses full support for U.N. Secretary-General António Guterres and his Personal Envoy, Staffan de Mistura, in facilitating talks among the parties to achieve a “just, lasting and mutually acceptable political solution” consistent with the principles of the U.N. Charter.

The 15-member body also welcomed what it called “constructive proposals” from the parties in response to Morocco’s initiative and urged continued engagement in the U.N.-led political process.
It reiterated calls on all sides, including Morocco, the Polisario, Algeria, and Mauritania, to cooperate fully with de Mistura’s ongoing consultations.

In the resolution, the Council reaffirmed the importance of maintaining the cease-fire and avoiding any actions that could threaten the fragile political process or regional stability.
